Prop 54 Coalition Offers to Assist Legislative Leaders As They Draft Rules to Implement New Requirements
December 2, 2016 – With the California Legislature expected to adopt its new Legislative Rules early next week, the Prop 54 coalition has offered to assist legislative leaders in an effort to ensure the Legislative Rules accurately reflect the letter and spirit of Prop 54’s provisions.
Because Proposition 54 has been thoroughly vetted by its supporters, including good government, taxpayer, and business groups, they are very familiar with all of its provisions and eager to provide any assistance in the implementation of those provisions, should their assistance be desired by Legislative leaders.
The letter highlights four key issues whose clarification might provide to be the most helpful. The letter’s purpose is to clarify, in advance of the adoption of the rules, any possible misinterpretations of the provisions and to help the Legislature avoid the need for the courts to resolve any differences in interpretation.
