WHY:  Last November Californians overwhelmingly passed Proposition 54 to put an end to gut-and-amend legislative tactics and improve transparency in the democratic process. Two weeks ago, however, the Assembly passed 89 bills in violation of that Proposition’s requirement that legislation be printed, distributed to members, and published on the Internet at least 72 hours before a vote on the floor. Assembly Republicans are submitting legislation to conform Assembly Rules with the State Constitution and are calling for bills passed unconstitutionally to receive a second vote in the Assembly, consonant with the 72-hour notice requirement of Proposition 54.
